Virtual Server Fair Usage Policy
VPS and VDS services are subject to the Cherry Servers Fair Usage Policy, which ensures stable and high-quality service for all of our customers.
Service Types
VPS Services
Cloud VPS and Storage VPS plans use shared infrastructure resources and are therefore subject to additional resource usage controls and fair usage policies across the entire range of these services.
VDS Services
Cloud VDS, Premium VDS, Performance VDS and Cloud ARM VDS plans use dedicated CPU resources. Continuous full CPU utilization is therefore allowed, on the condition that all network and abuse policies are correctly adhered to.
Supported Operating Systems
Virtual server services are intended for Linux-based operating systems only. Installation or operation of Microsoft Windows on VPS or VDS services is not permitted.
Cherry Servers may suspend or terminate any virtual server services found to be running Microsoft Windows without prior notice.
CPU Usage
Temporary or periodic high CPU usage is permitted for VPS services related to normal workloads and operations, such as:
Application hosting,
Data processing,
CI/CD workloads,
Software compilation,
Game servers,
Backup operations.
However, sustained long-term excessive CPU usage that negatively impacts other customers, stability of shared infrastructure, or overall service quality may be considered a violation of Cherry Servers' Fair Usage Policy.
In the event of a violation, Cherry Servers reserves the right to apply temporary CPU throttling to workloads.
Shared CPU Resource Management
VPS services operate on shared CPU infrastructure. In order to maintain fair and consistent performance across different virtualization nodes and customer workloads, CPU scheduling, balancing and performance normalization mechanisms may be applied dynamically.
As part of this process, CPU resources on higher-performance nodes may occasionally be balanced to provide a more predictable and consistent experience across the entire platform.
As a result of this, some virtual machines may occasionally report CPU steal time as part of normal shared resource management. CPU steal time does not necessarily indicate infrastructure overload or insufficient host resources.
Disk Resources
The following maximum disk performance limits apply:

Included traffic may vary depending on selected server locations. Traffic allowances in the Singapore and Japan regions may be lower as a result of higher regional bandwidth costs.
Packets Per Second (PPS) Limits
To protect infrastructure stability and prevent network abuse or DDoS-type traffic, automatic PPS limits are applied to all Cherry Servers services.
A limit of approximately 200,000 packets per second (PPS) is applied on a per server basis, regardless of whether the traffic is generated by a single connection or multiple concurrent connections.
Cherry Servers may automatically rate-limit, and/or temporarily isolate workloads generating unusually high packet rates from the broader network, and an additional review may be applied for abuse prevention purposes.
Prohibited Activities
The following activities are strictly prohibited under this policy:
DDoS attacks and all related activities,
Malware hosting or distribution,
Phishing activities,
Brute-force attacks,
Open proxy services,
Public Tor exit nodes,
Cryptocurrency mining,
Mass unsolicited email sending (spam),
Activities violating applicable laws or regulations.
Torrent traffic itself is not prohibited; however, Cherry Servers reminds customers that users ultimately take on full responsibility and liability for the legality of distributed content, as well as any and all abuse reports related to their services.
SMTP services are allowed as long as anti-spam, abuse and reputation policies are adhered to.
Service Restrictions
In order to maintain infrastructure stability and service quality for all customers, Cherry Servers reserves the right to enact temporary or permanent service restrictions when necessary. Acts that may trigger such restrictions include:
CPU throttling,
Network rate limiting,
SMTP restrictions,
Temporary network protection measures,
Service suspension in abuse-related cases.
