Virtual Server Fair Usage Policy
VPS and VDS services are subject to a Fair Usage Policy to ensure stable and high-quality service for all customers.
Service Types
VPS Services
Cloud VPS and Storage VPS plans use shared infrastructure resources. Therefore, additional resource usage control and fair usage policies apply to these services.
VDS Services
Cloud VDS, Premium VDS, Performance VDS and ARM VDS plans use dedicated CPU resources. Continuous full CPU utilization is allowed as long as network or abuse policies are not violated.
CPU Usage
VPS services allow temporary or periodic high CPU usage related to normal workloads such as:
application hosting,
data processing,
CI/CD workloads,
software compilation,
game servers,
backup operations.
However, sustained long-term excessive CPU usage that negatively impacts other customers, shared infrastructure stability or overall service quality may be considered a Fair Usage Policy violation.
If necessary, temporary CPU throttling may be applied.
Shared CPU Resource Management
VPS services operate on shared CPU infrastructure. To maintain fair and consistent performance across different virtualization nodes and customer workloads, CPU scheduling, balancing and performance normalization mechanisms may be applied dynamically.
As part of this process, CPU resources on higher-performance nodes may occasionally be balanced to provide a more predictable and consistent experience across the platform.
Because of this, some virtual machines may occasionally report CPU steal time as part of normal shared resource management. CPU steal time does not necessarily indicate infrastructure overload or insufficient host resources.
Disk Resources
The following maximum disk performance limits apply:

Included traffic may vary depending on selected location. Singapore and Japan locations may include lower traffic allowances due to higher regional bandwidth costs.
PPS (Packets Per Second) Limits
To protect infrastructure stability and prevent network abuse or DDoS-type traffic, automatic PPS limits are applied to all services.
A limit of approximately 200,000 packets per second (PPS) applies per server, regardless of whether the traffic is generated by a single connection or multiple concurrent connections.
Servers generating unusually high packet rates may be automatically rate-limited, temporarily isolated from the network or additionally reviewed for abuse prevention purposes.
Prohibited Activities
The following activities are prohibited:
DDoS attacks or related activities,
malware hosting or distribution,
phishing activitiesč
brute-force attacks,
open proxy services,
public Tor exit nodes,
cryptocurrency mining,
mass unsolicited email sending (spam),
activities violating applicable laws or regulations.
Torrent traffic itself is not prohibited; however, customers remain fully responsible for the legality of distributed content and any abuse reports related to their services.
SMTP services are allowed as long as anti-spam, abuse and reputation policies are not violated.
Service Restrictions
To maintain infrastructure stability and service quality for all customers, temporary or permanent service restrictions may be applied when necessary, including:
CPU throttling,
network rate limiting,
SMTP restrictions,
temporary network protection measures,
service suspension in abuse-related cases.
